The government has initiated a move to enact a law in order to regulate appointment, promotion, posting and transfer of the civil servants, LGRD Minister Syed Ashraful Islam told the parliament on Monday.

“It’s expected that drafting of the law will be completed in May this year,” said Ashraful, who is also in charge of the establishment ministry in the parliamentary business.

The constitution empowers the House to make law on regulation of appointment and determine terms of service of persons in the republic but no law was enacted so far.

In absence of the law, all successive governments have been regulating the appointment and services of officials in exercise of a set of rules made by the president.

The minister also disclosed a list of the government officials who were made officer on special duty since January 1, 2009.

Names of 10 secretaries, 37 additional secretaries, 92 joint secretaries and 73 deputy secretaries are on the list.

They were made OSD on different grounds including promotion, training and leave preparatory retirement.

The minister said the process was underway for posting of those officials to different ministries and divisions.

He said one secretary level official, ATM Tajul Islam, was sent into compulsory retirement.

The minister said there were 49 posts for secretaries in the ministries, 28 for additional secretaries, 129 for joint secretaries, 301 for deputy secretaries and 719 for assistant and senior assistant secretaries.

He said of the posts for secretaries 12 officials were working in charge of secretaries and two posts for secretary remained vacant.
